It is an important decision

The new technology does indeed allocate resource allocation to software algorithms, hidden from humans and supporting random processes. So far it is simple contracts, these are true AI, but fairly dumb.  The worst collective action envisioned is the automated S/L pit.

But, there will be a huge second layer built upon the simple collective computing machine. I cannot predict that, those are the insurance companies.  I am willing even to admit that we need a strict and small limit, maybe built into Spectre compliant chips. And if we see signs of AI takeover, we have a timeout, can shut it down.  Cash limits and timeout. Do this for all appropriate secure personal ID functions, not just money.  It is not an immediate kill switch, bt ith limts opposing time there is plenty of safety region for us to test.

Look at a driver's license

That is just an agreement between the person and the law.  Both parties assumed risk adjusted, and any is-information considered a counterfeit. So, a person who wants to drive already agrees to keep their driving record available to a cop. Secure personal ID does not change this. It just means the DMV and driver agree to a secure contract, thumbprint included. But easily handled by the bear secure person contract manager. So, write the contract, have contract proofed, then encoded as an app in the handheld SPID. Device.  Noting to do with money, just managing the roads.

If you put an automated vehicle on the road, the you did it under contract with the traffic cops. We can define safety from thumbprint to vehicle on the road to cop at a computer screen. Thumbprint to thumbprint, two separate vehicle owners agree to convoy, the two cars have an emergency human exit, yes, for the cops and in some cases local pedestrians. Otherwise it is humans hands off.  The traffic cop can verify the appropriate traffic algorithm to use, make sure it is used, and guarantee any return information is honest to contract.

Data access.

The SPID can accept a count and time for allowed entry and access, guaranteed subject to counterfeit.  No party knows the keys, except the bots following Spectre compatible logic. But, at some point the contracts need renewal, there is always a back up return point.
