Stricter contract?

 My original idea was the Treasury can only buy its own debt with its double spending. The problem is that puts the New Fed back in tax jeopardy because it is a private agent over ruling the power to tax and spend. That would be the 'hard money' choice, but we can't restrict Treasury and win in the Supremes. The new double spending money is whatever Treasury can get away with. And, to repeat, I want none of that, except revenue sharing by state. That is connected because it is what will drive the senators to proper banking ttheory.
