Their election law requires majority victory, so they end up with a ton of run off elections in Jan. Their general election in Nov looks more like a primary with internal party disputes.
So, in essence, they have managed to move their election events up one step. They vote for senators after the rest of us have chosen president and senator. This is not round robin access, Georgia gets an extra half vote out of this. About half of Georgians have hedged their position on senate an many house races, and have the least risk of voters regret.
