Who else? The company that offers Open Swift in the cloud should have an Eth node, as should Paypal.
Eth 2.0 does not free the Unknown Core, and it does offer BIS a method to insert regulatory clauses. What Eth needs is a competitor, another contract language different enough for various trade offs. Why not abstract a Swift contract language?
