We dig holes for a living

The share of petroleum products in the overall U.S. trade deficit has fallen from around 47% in December 2010 to -0.1 in December 2019. Recently, imported petroleum prices fell from an average of $58.86 per barrel of crude oil in 2018 to an average price of $53.31 per barrel in 2019, or a decline of 8.4%.

And government buys large quantities of Chinese good to pass around.
