There is no government program that will sort out the disorder. No regime change can fix a failed Hispanic state.
So has Congress with gun toting and mass shootings. Likely Rick Scott was behind it. Congress does earmark sharing. It has not changed, go with it. Just keep in mind true revenue sharing. It is three months till a bill in any event, so let Nancy run the sale routes, sign up some set of states. She can get the gound work, we will all know our goodies as they get negotiated.
