IO manager default sample rates

It samples at two or three rates depending on whether the test function was enabled.  But it samples keyboard and mouse at the faster rate, and at some multiple of that, checks for xcb draw event. Test run option generates fake key board entries. All compiled in constants, sorry.

So, I have everything I need in IO manager and xchars to work, except scroll. Final test of the new technology  Linux Reconfigurable Power Shell coming up. I have five major bugs and a bunch of nuisances, including no real delete functions tested.

Leaky memory is a user syntax error, it means turn off the computer and take a break.
