On web sight with huge wasted ad links going on, my cursor won't pull the scroll bars, and linux pauses the cursor as i drag my mouse. Intentional? I dunno, but it is an inertial signal, like that web site has mass. It is a useful signal, but it may be accidental as some part of web interface holds back x windows. Under separate IO manager all that matters is the relative process priority, and it will always sample, and render. I cannot imagine that wayland needs to pause for web io.
I have a dog of a computer, by the by; great red hat fedora, but bad hardware, it needs more spilled coffee.
