Fentanyl is a very potent, shorter chain opium molecule, and very difficult to get at the proper dosage. But we now that, we know that as well as it can be known in modern society. I is o cost productive for government to make us know it better, to do that government has to parent us, and we cannot afford their parenting. 

We are stuck.  Either we find other social groups to parent us, or we will wander around eating poison and die.  Something is happening in evolution, why did everyone become suddenly incapable of coherency? 

Mt theory is tht the last 200 years was a temporary gain on natural selection, and many of us would have been selected out if productivity has not increased so. Then at the end of Moore's law, the unselecting, which nature does, will suddenly catch up.
