Give agencies a Fed account

Feds splurge on lobster, pianos, golf carts in race to spend 'use it or lose it' budget

If individual agencies are allowed an S/L account at the Fed they could carry over and maintain liquidity. Instead of preparing for the 'extra ordinary means' they are blowing the budget dry. An S/L account incentivizes agencies with deposit earnings based on open market.
