It was all psychotic hysteria

Ty Cobb, a former lawyer for Trump. He is likely putting up talking points and making Mueller look good since the report has no collusion, not even Manafort.

So what was the purpose? We knew there was not collusion, but Dems suffered a mental breakdown and needed proof that they lost via the usual methods.
