Turning light rail into digitally guided busways

Tear out the steel, put in asphalt, rubber wheel and digital guidance plus congestion control.  Any bus (or panel truck) so equipped jumps on and off the busway for high speed transit. One could do it piecemeal, as indicated on outer legs of the rail system, thus gaining confidence.
