The expectation of regulated militia is real

Everywhere humans aggregate they ultimately agree on some sort of uniformed police force.  This is written into the Second, really one of the natural rights.  I expect public streets to be mostly safe enough for pistol packing badged, uniform police. Even in authoritarian countries, citizens expect the cop on the street is mainly interested in public order, an expectation of neutral regulated militia for the common defense. I include private, regulated security forces.

No open carry is an American tradition, the good sheriff always shot the NRA nuts in the movies, it is cultural.
