We have debated the state system

Over the last ten years, in California with the state split effort, nationally about the minority president. Each and every generation before us had the same debates.  States do not flow except in civil wars and Indian massacres. We have run out of debates, it is not being solved and needs be treated as a hard, Constitutional bound. Small states cannot go away, national budgets cannot survive until they send brains to the Swamp. We have to pay these states their fee, the 50 to 100 billion a year. Buy the brains and put them in Wyoming.
