Powell is in a hysteria. California will take seven years to get back to normal.
Unless Brad Delong does his job correctly and explain how California can speed up the process. I mean a real explanation, none of the crap about Godot being in he Swamp.
I suspect none of our Berkeley economists will tackle the job and thus will suffer two or three budget cuts during the recovery. He may actually lose his department, which would be the logical outcome of his failure to work this problem.
First, nothing is happening in recovery until the tax situation is settled, and it is becoming clear that this regularly scheduled tax battle will not resolve.
This is about three times in a row we went through this and Berkeley economists cannot see something happen three times and write a research report? Fire them for incompetence.
