I think some Amendment makes it illegal these days. But for small states here is the issue.
A helleva lot more cash to state capitals and a helleva lot less local folklore in the Swamp. The Guv is the CEO, he is the guy bringing in the cash. If the guv sends us bonehead psychotics, the cash take for small states everywhere drops, it is collective punishment because the founders knew this was a problem. They never meant for states to elect these senators, they wanted traders trained in the arts.
It is and was a tough problem because there was no intent to inhibit westward migration, at the time and currently. Now the small states are screwed, they have maple syrup farmers selecting the effective managers of large government programs, the Cotton-Sanders-Moore ticket. This becomes a direct cash loss to the states, taken from profits.
