The autonomous zone has a very irregular police force, more like anarchy with weapons. Half of them want regulated, but cannot afford the private version like the Minneapolis City Council.
I suggest a compromise. Make the local precinct captain be the Police Chief for the locals, separate but equal. Voted into office. Try smaller sized government units. It may fail, but it is the next experiment in the sequence.
