Leaked outline tells us what to expect from the police-reform bill Democrats are unveiling this week

Democrats in Congress are unveiling police-reform legislation on Monday after massive protests over police brutality.
Business Insider obtained details of what's due to feature in the proposed Justice in Policing Act of 2020, including some provisions directly related to the recent killings of George Floyd and Breonna Taylor.
The bill would ban chokeholds, create a misconduct registry, and mandate training against racial profiling.
The rebellion is not about police brutality.  These are Dems doing what they always do, work a peripheral problem because the real problem has no obvious solution. I don't have a better solution.

However the Dems have a risk problem, policing the police will not solve the problem and they will get blow back from the the black neighborhoods who actually like a police presence. I can already see this on the margins where law and order is making a comeback to the black community.  Dems are paid to ignore the real problem, and blacks will discover the fraud. Selecting Kamala for the affirmative action post will not help. Blacks will simply resent the favored treatment.
