The Roberts essay deals with a whole list of economic and philosophical concerns related to the issue of wealth taxation. But I think that the challenge is to change the frame of the debate from the intention heuristic to consequentialism.

Kling on fixing government.  He wants the law makers to consider the side effects and limits.

How? Find the information blockage, install a trade. We want the legislature in the Swamp to gain cash whenever they spot a redundancy in government programs. Thus this plot, each year they estimate the redundancies and uncertainties and price that as an imbalance to be shared. Then share the imbalance as it is being fixed. Cause and effect is immaterial, we repeat the sequence yearly. 

District level politicians and state governors will plot means to reduce redundancy and return cold hard cash in the next budget.
