Gavin has no surplus when his favorite funders are on strike for more state money. How will he pay off th teachers? Declare a global warming emergency, raise energy taxes. Declare a water emergency, raise taxes. He has already committed do-re-me for the LAUSD school district, and all their disctricts.  All of the new taxes have nothing to do with water projects or global warming, it is all about getting the public sector salaries and pensions funded.

So, millennials, I am not paying for this, you are. You have been given ample warning about Gavin, he is officially your choice, and strictly millennials pay the debt service costs, above and beyond the 5% Federal debt service millenials already agreed to. Make sure of your agreements, if you are confused you will be on the streets like the yellow vests.  Watch your 'voters regret', you will be broke and you will have screwed yourself, even with warning. That means no bailouts.
