Now, time the busts made nearly coincident on arrival back east. If they arrive synchronous, then you know they made one transport and split the goods on the Cal side of the border. That requires high level management. Look at the last six months in 2018 at meth busts back east. SoCal is already a narco state, bribe money already flows heavily.
