Where in the US does Buffet escape the federal debt?

Warren Buffett Would Not Locate a Business in Illinois: 

If you look at the variation in state per capita income relative to interest due on the federal debt, then Buffet would have more detailed instructions than avoid California and Illinois.  There will be states with high pension liability, but they have managed to avoid the federal liability, and visa verso. Or sometimes the amenities are worth the cost.

In other words, Warren, do the statistics before the folk wisdom. You are starting to sound like one of those talking point economists.
