If the Cal Supremes take the middle ground?

Their correct choices were, kick it back to legislature, or kick it up t the US Surpemes.

Let us say they play the role of Vatican cardinals and sort the rules.  In that case, they issue a set of restrictions and requirements. 

However, contracts still have negotiating windows, the unions are still free to alter and coordinate contracts as they have oversight power.  All that happens is we add transaction costs, and maybe reduce the cost of bankruptcy a bit. We are still doing the Venezuela, we know where it ends. The battle has been enjoined.

If need be we can sandbox California unions and automate the contracts using our automated labor system.  Just specify the Venezuela option on set up.
