QE has no effect when 20% of your economy is narco state

Spending's slumping, manufacturing's slowing, and delinquencies are rising. Warning signs for the US economy are piling up.

QE be discounted as a pure tax resulting from carrying a narco state along the cycle.  It cannot be done, it is not an expecations thing, it is a leak thing; narco states have negative utility.
