This is a militia war against a deranged mafia. This is ot an illegal drug problem, this is dangerous nerve agent that does nearly permanent damage to the homeostasis center of you brain, and the user becomes literally a zombie, walking dead is an apt description.
Reahab the other drugs, take this one out separately and treat it as attempted mass murder, you are fighting a war crime. We do not want to be in the position of Gavin, a dufas not even aware his state is conducting mass chemical attacks on other states.
