Is the Fed watching excess reserves?

The general trend has been excess reserves exiting the system. But a recent uptick in reserves, and a bottom looking thing, might justify a quarter point cut in IOER. This would not surprise me. It is a 30 billiondollar break in interest rates for Treasury, a nit hardly noticeable.
