The receiver of the subsidy will use it to subsidize fossil fuel use.  

CO2 in the atmosphere is a packed channel, we get paid is we do not use it,we pay otherwise.  This is the tort solution, class action lawsuits that prove two things, a particular class or group is not using CO capacity in a way that reduces liability of excess polluters. We need the disinterested tort judge.

I can sue for gas taxes, government monopolizes the carbon tax, I suffer 40 extra hours of heat per year, and I am not driving. I should sue, but I can't. Government takes first grab, and they have the tax monopoly. This has to be two color, co2 supply and demand.

What about packing the tort system? All the factions will try, they all want to melt more ice and call it green, hence the name is always New Green Deal, which means, melt some additional ice. But we are getting into murky, here. This is one of those moments where Due Process can work,  force us to create a separate CO2 tort system.

The ides to to reach a sustainability standard, measure the bounds at which the New Green Dealers can melt no more ice. We get a good measure of how much ice they intend to melt, not some bogus fantasy.
