The Constitution does not count those not taxed, native Americans, not the 'other people'. It mention fee people in the context of fair voting for representatives, implying strongly, and stating plainly, they meant legal voters.
Thus strongly implies free to vote, Andrew Napolitano. Citizen is equivalent to 'Free person' in their context.
Napolitano is a lousy Constitutional lawyer. He simply ignores the meaning of 'Free Person'. Napolitano simply wants to must clicks from his Dem readers.
Wilbur Ross fouled this up, he is clueless and should be gone if Trump hasn't fired him yet.
