Cheap cops, the lower the pay, the lower the long term cost. I deal with redneck cops all the time, got one for mayor. But they don't work for Blacks, evidently. I re-propose the splitting of cops role to slightly smaller neighborhoods, working in an association. Thus each neighborhood can hire cheap cops.
Unions complicate the solution, they force us into an unsupportable economy of scale in states and large cities of America. Separate police chiefs, locally hired cops, break the separate but equal rule.
The problem is the extra waiting in line mis-communication causes. Not just mis- intepretation with cops, but aggregating th schools, bad idea. Local school districts in association. These solutions have one thing in common, they offer a sustainable step one, so we can get back to step two. They all lead to observable paths to improvement. Matching the triadic response to neighborhood size.
