Not quite the complete story

Davis was appointed acting commissioner in July 2015, after then-Mayor Stephanie Rawlings-Blake fired former Commissioner Anthony Batts just as the current surge in violence was getting underway. At the time, the death of 25-year-old Freddie Gray from injuries suffered in police custody and the subsequent rioting that April was still fresh.
What actually happened is the anti-cop movement took hold and the mean cop was fired, the nice cop hired. 

I pointed out that this will not last and the mean cop will return after crime rises.  The mayor needed to ignore the obvious and now ends up looking like the idiot.

The black community needs more institutional memory. One generation of ill prepared parents and all the accumulated knowledge is wiped out.
