Take your typical neighborhood meth network

We are really dealing with war wounded wandering the, now quiet, battleground.  This is a mass triage problem.

So, the cop, the bus driver, the warden offer the kids under the overpass a short cut.  Get on the bus, go to work camp for three days and get $100.  The semi regimented action breaks up the network, people and stolen goods do not move.

Legally, it is a job offer.  A cop that finds bad stuff can adjudicate on the spot, offer a three day job.  
In this neighborhood the network dries up fast.  I know this stuff, my readers are aware, this works and is a lot cheaper than jail and judges and ineffective rehab programs.

The metabolic time of this drug ids about three days, they go on that cycle. Work camp in the  mountains, or the gym, or where ever, keep them sweeping, cleaning and cooking.  They cannot get the meth at camp, they go dazed and nutty, so keep them at simple actions. You are rebuilding capability, letting the rote, zombie behavior atrophy.  In camp you get services, update their ID, remove tattoos, review their pending cases, and most importantly, their probation officers loves them at work camp, reduces costs everywhere.
