The problem is the FBI's desire to access the data, quite simply.
The FBI does not want us to have an unobservable private key, even the key we cannot even see, a hidden key in our identity cards. If you have the secret key in a thumb printable ID card, then only authorized employees can get access to the data. The employee leaves a signature traceable back to his/her ID card. The data remains encrypted.
FBI will not allow us to make this simple fix.
