Tne California Narco state is a national emergency.  The bribes are already flowing from the Mexican cartels, Chinese fentanyl distributed widely to inner city high school kids, education basically shut in many Latino communities.  I would call that a national emergence, a Venezuelan style narco state, and the world knows it.

Four steps, border interdiction, tariffs on all Chinese imports until the shipment stops, direct intervention in mexico as needed, and plainly inform Hispanics that they are being targeted by militia warfare, quit lying to them out of political correctness.
