These are the supposed under payers of property taxes, but in Southern California the teachers are sorely mistaken.  This is not SF, San Francisco is the single exception that breaks the rule.  Most of residential California is a proper mix of retail and residential as dictated by the lifestyle.

The LA teachers union has a much bigger problem, parents with common sense are not sending their kids to a daily narco battleground. Teachers now have the problem that education has in Tijuana, educating kids in a state of warfare with walking wounded from mustard gas.
