Given the congressional gridlock, she plans to use executive action.Vox seems a bit dense on the issue. Kamala cannot become president because the gridlock and her candidacy are resulting from the same source, her party in California. Trump was elected exactly because of Obama's executive action on handling the border crisis, (and Obamacare taxes).
Kamala is in a ditch, she cannot get out and nothing adequately explains why she hangs on.
