The ones stuck at step zero. They are unable, for various reasons, to put together a monthly sequence of transactions to get by. Get buy means a room, bed, plumbing and at least a shared kitchen. If you make it to step one, your are 80% of the super wealthy, because wealth likes beds,plumbing and kitchens as much as you.
There is this almost hard bound with the step zero people. City life is built around the 80% we all have in common, it assumes step one, at least, the basics.
