Fixed ratios jam the ledger queues

Facebook’s Libra Currency Will Be Tied, in Part, to the U.S. Dollar
Facebook ’s Libra currency won’t be dollar denominated, but it will be dollar dominated, with the U.S. dollar and U.S. regulators set to play a big role in the digital currency.
The U.S. dollar will make up 50% of the basket of assets that backs Libra, according to a Der Spiegel report of a letter Facebook (ticker: FB) sent to a German legislator.

The remainder of the basket will be made up of the British pound at 11%, the euro at 18%, the yen at 14%, and the Singapore dollar at 7%, according to the report.
Cannot pre-announce a fixed basket, the basket is market determined.  If Facebook goes forward along these lines then it should just offer a currency exchange.   If Facebook is not creating digital bearer assets, then a trip to the ledger is required. Take the shortest path and make the ledger a currency exchange.
