We have worked this problem. We get hree groups: infected, susceptible, and triadic response, a 3D system.  Adding your second constraint creates a flat earth system which will degenerate.

It might make a flat earther happy for a while, but will degenerate.  The degenerate system keeps R < 1 for a neighborhood, we end up grouping people into neighborhoods.

I didn't read the whole paper because it was clear he is not following the research on this.
