There is no reference yo any theory except the theory of earmarks as a unit of account. And we can actually solve the puzzle if we really want to govern by the earmark.
We actually have awarded two Nobel prizes to fix the problem, but it is a bit beyond Pelosi's knowledge, and the economists are hiding out on revenue sharing.
