Blood and syringes: Caltrans fined after union complaint over homeless camp cleanups

This is the bureaucratizing of the judicial branch here.  The unions complaining are the unions working for Caltrans, the same union members responsible for keep sites clean in the first place. 

The judicial branch, by virtue of Spanish law, is simply an internal adjudication process for the King's minions, having little to do with real law. This job is normally done by the executive branch, no one sues, someone bitches to Gavin and he works the problem.

We can see this effect over the st few years where labor management has been a very slow process of interpreting the various laws in the judiciary. If we have a temporary stop then all the labor adjustments jam up in court, remaining unresolved for some time.  Thus, Calizuela keeps the US economy anchored to a disaster.
