A nation built of manifest destiny

Manifest destiny was a widely held belief in the 19th century United States that its settlers were destined to expand across North America.
Even before the 19th, it is practically written into Law.

And it is done, it is a system designed to be managed by 100, intelligent senators, as a matter of fact. It is not a difficult job, but we have to pay them, that is written into Law. Practice dictates the likely amounts, we can count the earmarks. Let us start there and go with lump sum each period, plus up to double that on bonus. See how they respond. This is cash, straight to state treasury, reliable with only Due Process as a burden.

Base pay is about 100 billion, 2 per state. That can rise to 4 if the programs gain efficiency.  In a way the state system forces this specialization of labor upon us, our survival depends on harnessing the energy by building the pit, like a water mill, force queuing structure on the chaotic flow. The Law tells us where to build the pit.
