The National Popular Vote Interstate Compact (NPVIC) is an agreement among a group of U.S. states and the District of Columbia to award all their electoral votes to whichever presidential candidate wins the overall popular vote in the 50 states and the District of ColumbiaThe idea makes sense.
However it does nothing but complicate the small state ear mark problem., likely makes it worse. But it is a step that will ultimately be tried.
I am guessing California will regret voting for this as it means a full time National Republican operation in their state. And once implemented, how long before one or two states change their mind?
And finally, this is not happening in time for Trump.
