Homeless addicts commit crime.
They got brain damaged in the cartel wars. Government needs to stop the churn. Do a deal, work camp for cash on an ad hoc basis. You find them under a bridge, grab them and put them on the bus to clear brush, sweep roads, pile garbage etc. Pay them less than minimum wage cash and they go back in a few days, cash in hand.
Due process is a no brainer, they sign up for cash labor on demand as part of a plea bargain, and the churning stops, you disrupt the drug cycle and put them in a structured environment to rebuild a bit of brain. In all the years I have dealt with the problem as a small landlord, this is the best solution I have found. Much lower costs then armies of ineffective drug counselors. Better than having the medical core charge us an arm and a leg, preferable to having this handled by the school system.
This is well over half of the LA homeless problem, failure to recover brains after the chem wars. While at work camp, get their ID up to date and pre-screen them for deeper welfare when it pays off.
Many times I have walked these folks through the process. I notice huge crowds aqt the offices, four hour waits, two bus trips with a connection each. Wrong, tak the crowd by one bus up to an enclosed work area, then have the welfare workers queue them up as needed over repeated tips. Sandbox solves this.
