Illinois is second to Alaska in net outbound migration. Many move out, but few move in.According to Mish, losing about 1% a year from a population of 700,000. Vemont and Wyming are losing at about the same rate.
Illinois is a big state, a bankruptcy there is costly. But when two or three small states hit the tipping point, the Senate halts, it is time for massive earmarks.
