Consider Montana

It get its 2 billion a year, it could collude with the small three, but at twice the population, why not specialize in medical cost management, a huge pay off.  Every dollar saved at the federal level yields a small state bonus in the next round. Sou you end up with this oligarch of about 20 senators, at the core, trained in program efficient, a huge knowledge base continually maintained. Direct management with the full respect of the remaining senators.

And the trade has already been done with the House, the House knows its budget and priorities. In the remainder of the budget we get proportional democracy, plus the map. (sandbox).

What have we done? Added another color to the budget channel, better handle the tree color map of the US states. We get whiter tree trunk, but more stable hologram; good sandbox stuff. Not just applicable, but is the application.

Method:
 Assume transaction costs zero and look for natural constraints in deliverables. Define a balanced, constraining trade channel and see if any of the two trade series math another in some similar complete sequence. Which two make off color spectra, need balancing. 

 In this case we knew the problem, since the founding, never had a solution, we don;t expect one.  But we tried fixes, discussed fixes from s few angles, division of California, changing electorial votes, etc.  Good old fashioned bribery, not transaction costs, create a trading pit and settle the matter.
