The water market for lawn watering is shut except for two days.
I am plotting a boot leg. A morning, short watering looks like a shower, to the meter machine. If you knew me, you know I got arbitrage there.
I have a short hose, puts me on a tree stump and makes the entire three corners reachable with my gun. The weather generates enough dew that I can hide any puddles beneath the newly seeded lawn.
Use congestion pricing. I am doing two things, using extra water on the lawn, and doing it psemi repeatably because of new seed. I pay the congestion price, planting season has congested me, I am OK with that. I have seed that will suffer the two days, i need two weeks more.
Other folks no so bothered, get a reduced rate, I am the congesting party, my price pays them cash for water. Get it?
