So how does NYC pick delegates?


In dealing with this constitutional aspect it is necessary to observe at the outset, that with very few exceptions, our constitutions are entirely silent upon the question of conventions, caucuses, and nominations. The whole question is so new. that most of the existing constitutions, like that of Michigan, which went into effect in 1851, were enacted before the present interest in the matter had arisen. Under these circumstances, then, in most States, if any constitutional limitations exist they must be deduced from provisions of the constitution directed more immediately to other matters.
So, each party on NYC will internally select their won delegates, and that is going to be a friggen mess.   The virtual conventions will be decided by party elders on the phone.

Cuomo has head ot the NY party becomes king maker:
In that event, New York’s own Gov. Andrew Cuomo looks the most likely to benefit from a potentially contested nominating convention. Cuomo has been widely praised for his handling of the coronavirus in New York, so far the state hardest hit by the virus.
As the governor of the state at the pandemic’s frontline, Cuomo also has the campaigning advantage of a daily press platform, perhaps second only to the president’s, at a time when Biden has struggled to remain part of the news cycle.
So, yes indeed we should mark Joe's words about canceled elections.

Do not go to the Supremes with this, Sotomayor  will make shit up and cause a nightmare of lawsuits.
