At this point I would call it a strike by local California counties and cities. To open up the public sector is to expose all the politicians to the 'Where's my pension check' problem". Who wants to admit California is a failed state?

We get the pension bailouts now or this goes all the way through the national Dem convention and becomes a talking point.
