The smart card system is block chain among the processors. But ad hoc, not necessarily distributed.
Each card has a secret key to verify any other card. If the cards are verifiable so is all provable code inside the card. Card verification is as simple as sending a secure message once. Either card has the private key needed to decode, the the common verification codes should appear.
The the kernel comes with a hierarchy of keys, all secret, some global, some local, some public, most generated by the user via exchange contract.. A verification protocols are some mix of these keys.
There is no guarantee the hole set of cards are chained together in a particular fashion. There is a guarantee the card sends a heart beat t the fab in the finite future. A better description might be distributed spreadsheets.
