You can pack a pistol, but need ten hours of gun safety and law at a registered gun club. You can own and use an assault rifle in the gun club where they stay in the armory. If you are a regulated private professional, then inform the local cops as to why and where you will be carrying assault weapons.
No matter who you are, with only special exceptions, you do not need more than ten rounds at home. Hunters are grandfathered and regulated by other agencies.
The second guarantees the local legislature the right to regulated guns, not gun owners. They can regulate by gun type, no rifles, all side arms exposed. That sort of thing. But there are demands of higher legislatures to sort, locals may be subject to tighter restrictions by state legislature. It has always been this way, the right to unconditional bearing of arms never existed, it is a conditional in the written form, and the right to private militias is pat of that, but they are equally regulated.
